BACKGROUND:
Section 22507 et al. of the California Vehicle Code and Section 7.30.010 of the County Ordinance Code allow your Board to adopt resolutions that establish parking zones to prohibit or restrict the stopping, parking, or standing of vehicles. The parking regulations and restrictions for 'No Parking' zones are generally included in Resolution No. 67421, which was adopted by your Board on June 28, 2005.

DISCUSSION:
Waverly Place Apartments, located at 101 5th Avenue, in North Fair Oaks, is a newly constructed 16-unit, multi-family, supportive housing development. The Planning and Building Department has overseen the process for the planning and development of this property and public comments were received. The community's request for a 'No Parking' zone on Waverly Avenue and 5th Avenue was considered and approved by the Planning and Building Department and made a condition of approval for development.

In addition, the community reached out to the Department of Public Works (Department) to relocate the existing 'No Parking' zone on 5th Avenue, across the street from the housing development, to allow public parking on this narrow stretch of roadway for the existing apartment buildings.

The community also asked the Department to modify the intersection to improve the right turn onto Waverly Avenue and the merge zone onto 5th Avenue. The additional 'No Parking' zone on Waverly Avenue will facilitate turn movements for...
