BACKGROUND:
The County of San Mateo has set a goal to reach a functional zero level of homelessness by 2020. The County of San Mateo’s homeless system includes homeless shelters, both emergency and transitional, as key short-term interventions designed to act as a safe place for homeless individuals or families to stay while working on a plan to return to housing. Homeless shelters provide an entry point into stabilization services and move individuals and families into permanent housing as quickly as possible.
In February 2017, the County of San Mateo’s Human Services Agency (HSA) issued a Request for Proposals (RFP) for homeless shelter services including both emergency shelter and transitional housing programs. LifeMoves was chosen as one of the providers because its experience, qualifications and approach meet the needs of the County.
On June 27, 2017 by resolution 075297, your Board approved an agreement with LifeMoves for shelter operations in an amount not to exceed $1,781,152 for the term of July 1, 2017 through June 30, 2020.
DISCUSSION:
From December 2017 to May 2018, the County of San Mateo completed the expansion of the Maple Street shelter facility, expanding its bed count by 36 to the new total of 111 emergency beds.
The agreement with LifeMoves provides both emergency and transitional housing programs focused on short-term interventions designed to act as a safety net for individuals and households who are unsheltered or in the midst of a housing crisis and have no alternative housing options. This agreement supports both the Maple Street shelter that serves adults and the four LifeMoves family shelters that serve families. Through this agreement individuals and families receive case management and linkage to a safe and decent living environment until they find permanent housing.
This amendment will add $1,024,086 for FY 2018-19 and FY 2019-20, allowing LifeMoves to cover its homeless shelter operational costs for the 36 emergency bed expansion at the Maple Street shelter facility and continue support of the family shelter operations. With the 36 bed expansion, the Maple Street shelter facility includes a total of 111 emergency shelter beds for homeless individuals. The cost per bed for the new 36 beds at the Maple Street Shelter is higher than the cost per bed or unit in the other shelters because of the absence of supplemental funding for these beds. Additionally, this amendment amount offsets the loss of part of a grant from the U.S. Department of Housing and Urban Development that supported the First Step for Families Shelter.
The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This agreement contributes to the Shared Vision 2025 outcome of a Prosperous Community by creating a livable and sustainable community, linking housing and community services to vulnerable San Mateo County residents in a comprehensive and responsive program. Through the services in this amended agreement, it is expected that 50% of homeless individuals and 85% of homeless families will exit into permanent housing.

FISCAL IMPACT:
The term of this agreement is July 1, 2017 through June 30, 2020. This amendment adds $1,024,086, for a total obligation of $2,805,238. This agreement is Net County Cost of 46% General Fund and 54% Measure K Sales and Use Tax revenue. Budgetary appropriation for this amended agreement is included in the FY 2018-19 and FY 2019-20 Recommended Budgets.
