Subject: Agreement with Stericycle Environmental Solutions, Inc. for Processing Hazardous Waste

Adopt a resolution authorizing an agreement with Stericycle Environmental Solutions, Inc., to process hazardous waste from the County’s various household hazardous waste facilities for the term of July 1, 2018 through June 30, 2021,in an amount not to exceed $1,500,000.

BACKGROUND:
Environmental Health’s (EH) Household Hazardous Waste (HHW) Program was formally established in 1992, after passage of AB939, the California Integrated Waste Management Act. This State law requires local jurisdictions, such as the County, to manage household hazardous programs.
EH’s HHW Program provides opportunities for residents, small businesses, and municipalities to safely reduce, reuse, recycle and/or dispose of residential hazardous wastes. New aspects of the HHW Program include door-to-door services for residents and an expanded Product Reuse program.
The HHW Program operates a permanent collection facility at the County’s Tower Road campus and multiple satellite and temporary collection sites throughout the County. The HHW Program also provides support to local retailers serving as retail HHW collection sites and businesses with small amounts of HHW.
In operating its HHW Program, EH contracts with vendors to provide additional labor, equipment, supplies, transportation, and disposal services. The HHW Program’s current vendor agreement for processing and disposing residential hazardous waste is with Stericycle Environmental Solutions, Inc. (Stericycle).
In March 2018, EH conducted a Request for Proposals (RFP) to provide additional labor, equipment, supplies, transportation, and disposal services related to household hazardous wastes. Stericycle met all the requirements of the RFP process and was chosen based on its ability to provide services and its competitive pricing.
DISCUSSION:
Stericycle will support the HHW Program’s operational needs by supplying the program with: 1) supplies related to hazardous waste collection and storage; 2) personnel to assist in operating multiple HHW collection events throughout the county; and 3) hazardous waste transportation and disposal services.
The Resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and Resolution have been reviewed and approved by County Counsel as to form.
The agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by ensuring that HHW does not pose a health and safety danger to County residents or cause environmental damage through improper disposal onto lands or waterways. It is anticipated that 750,000 pounds of HHW will be collected and therefore diverted from landfill disposal.

FISCAL IMPACT:
The term of the new agreement is July 1, 2018 to June 30, 2021. The amount of the agreement is not to exceed $1,500,000 for the three-year term. An appropriation of $500,000 is included in the EH FY 2018-19 Recommended Budget. Similar arrangements will be made for future budget years. The program is funded through EH fees assessed for each ton of solid waste landfilled. Payment provisions remain the same as the previous agreement.
