BACKGROUND:

In March 2018, the City/County Association of Governments (C/CAG) announced a call for projects for the San Mateo County Lifeline Transportation Program (LTP) Cycle 5.  This program is designed to help low-income residents by funding transportation initiatives that will improve their mobility within the community.  The grant is offered by the Metropolitan Transportation Commission (MTC) through C/CAG.

DISCUSSION:

San Mateo County Human Services Agency (HSA) has been participating in the LTP since 2012. The existing LTP grant will expire on June 30, 2018.  HSA is requesting the Board approve its participation in the LTP through authorization of the resolution submitted by C/CAG.  This resolution is required by C/CAG as part of the LTP grant application process.

It is anticipated that LTP funds will be awarded. HSA will be required to sign a Memorandum of Understanding with the San Mateo County Transit District (SamTrans), which will administer any award amounts approved by the MTC for the LTP. The grant is anticipated to be $236,000 over a two year term and will provide transportation assistance for low-income residents.

The Transportation Assistance Program (TAP) will fund public transportation assistance (bus passes and bus tickets) for low-income families and individuals who are receiving homeless and safety net services from a network of countywide provider agencies including homeless service providers and Core Service Agencies. TAP will assist families and individuals in meeting their transportation needs related to self-sufficiency and family strengthening activities such as employment search, employment workshops, job interviews, emergency and medical care, family counseling, transportation to shelters or referral agencies, and housing search.

This memo and both of the resolutions have been reviewed and approved by County Counsel as to form.

The LTP contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing transportation assistance that reduces transportation barriers to employment, medical care and other activities for low-income individuals and families that leads to self-sufficiency and well-being.

FISCAL IMPACT:

Funding for this agreement will be provided by the MTC grant. Claiming will be through SamTrans, recovered at 79.73% of the Gross Costs, with the balance funded by General Fund Net County Cost.  Budgetary appropriation for this agreement is included in the FY 2018-19 Adopted Budget and will be included in any subsequent budgets covered in the agreement.
