BACKGROUND:

California Psychiatric Transitions (CPT) is located in Delhi, California, and is one of a very limited number of Mental Health Rehabilitation Centers that specialize in working with people who are dually diagnosed as seriously mentally ill and developmentally disabled or brain injured.  BHRS has contracted with CPT for these services since 2002.  

 

Under the B-1 Administrative Memorandum, the selection of providers for these locked placements is exempt from the Request for Proposals requirement.

 

DISCUSSION:

CPT offers specialized services that meet the needs of Behavioral Health and Recovery Services (BHRS) clients for placement at a lower level of care following hospital discharge. A maximum of eight CPT beds will continue to be available to San Mateo County residents under this agreement. BHRS manages the placements in this and other adult and older adult long term residential service facilities within the total budget available for these services.

 

The County shall be responsible for property damage caused by clients up to $2,000, after the client’s first $500 exposure.  Any damage in excess of $2,500 shall be covered by CPT insurance

 

The Resolution contains the County’s standard provisions allowing amendments of the County’s maximum fiscal obligation by no more than $25,000 (in aggregate).

 

The agreement and Resolution have been reviewed and approved by County Counsel as to form. 

 

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health rehabilitative services for the treatment of severely mentally ill San Mateo County residents.  It is anticipated that 100% of clients who successfully complete the CPT program shall remain at the current or lower level of care.

FISCAL IMPACT:

The term of agreement is July 1, 2018 through June 30, 2019. The amount of the agreement is not to exceed $1,200,000 for the three-year term. Funds in the amount of $1,200,000 have been included in BHRS FY 2018-19 Adopted Budget.  Of that amount $1,080,000 will be funded by 1991 Realignment funds and $120,000 will be Net County Cost.
