A)                     An amendment to the agreement with the City and County of San Francisco for the distribution of FY 2017 Urban Area Security Initiative grant funds for the Northern California Regional Intelligence Center, increasing the amount by $455,688 from $4,273,378 to $4,729,066; and

 

B)                     The Sheriff or Sheriff’s designee to execute interagency agreements in amounts that do not exceed $300,000, utilizing solely the $4,729,066 of grant funding, with other public agencies, for the purpose of reimbursing those agencies for the cost of personnel assigned to the Northern California Regional Intelligence Center.

BACKGROUND:

On February 27, 2018, through Resolution No. 075759, your Board approved the agreement with the City and County of San Francisco for the distribution of FY 2017 Urban Area Security Initiative (UASI) grant funds for the Northern California Regional Intelligence Center (NCRIC) in the amount of $4,273,378. 

 

On April 4, 2018, the City and County of San Francisco’s Bay Area UASI issued a First Amendment to the FY 2017 UASI grant agreement increasing the agreement by $455,688 from $4,273,378 to $4,729,066.  These additional funds will be used to fund personnel costs for participants assigned to the NCRIC from the San Francisco Fire Department, San Francisco Sheriff Department, San Francisco Police Department and the San Francisco Department of Emergency Management.

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to accept the first amendment to the agreement with the City and County of San Francisco for the distribution of FY 2017 UASI grant funds to support the NCRIC for a term commencing November 1, 2017 through February 28, 2019, in an amount not to exceed $4,729,066.

 

The Sheriff’s Office is also requesting this Board to authorize the Sheriff or Sheriff’s designee to execute interagency agreements in amounts that do not exceed $300,000, utilizing solely the $4,729,066 of grant funding, with other public agencies, for the purpose of reimbursing those agencies for the cost of personnel assigned to the NCRIC.

 

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee to execute amendments to agreements which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

 

County Counsel has reviewed and approved the Resolution and the First Amendment to the FY 2017 UASI grant agreement as to form.

 

Approval of the First Amendment to the FY 2017 UASI grant agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community as the NCRIC is a collaborative regional public safety undertaking, which leads to safer communities by improving cooperation and information sharing between agencies.

FISCAL IMPACT:

The first amendment to the agreement is for a term commencing November 1, 2017 through February 28, 2019, in an amount not to exceed $4,729,066.  All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds.  There will be no Net County Cost incurred.
