BACKGROUND:
The County STARS Awards Program was initially established in 2006 to recognize programs that offer innovative and collaborative services in the areas of performance and customer service. Since then, the program was expanded to recognize excellence in diversity and sustainability. In addition, an Employee Suggestion award category was added in 2008 to recognize employees that offer suggestions to improve County services. The County has hosted three Innovation Summits as part of the Employee Suggestion award category.
DISCUSSION:
The 2018 Innovation Summit was held on April 26th at the Hiller Aviation Museum in San Carlos. Seventy-two (72) participants formed 20 cross-departmental teams to collaborate, identify and present a solution to improve County services. The teams worked on their ideas throughout the event and at the end of the day, pitched their ideas to a panel of judges. The judges selected 1st, 2nd, and 3rd prizes and the participants selected a People’s Choice award.

County Counsel has reviewed and approved the resolution as to form.
The Innovation Summit contributes to Shared Vision 2025 of a Collaborative Community by recognizing employees that work collaboratively to improve County effectiveness and efficiencies.
FISCAL IMPACT:
Funding for the STARS Awards program, which includes $12,000 for the Innovation Summit, is included in the Non-Departmental Budget.
