RECOMMENDATION:

BACKGROUND:
San Mateo County is responsible for providing necessary optical care to its medically indigent population, and access to services to its general population. Dr. Banh has been providing optometry services at San Mateo Medical Center (SMMC) since October of 2013.

DISCUSSION:
The County's need for optometry services is increasing due to the aging of its patient population. SMMC will continue to meet this growing need through contracts with Dr. Banh and other optometrists. Dr. Banh has agreed to provide necessary diabetic retinopathy screening and optometry examination coverage for County patients.

County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.

The agreement and resolution have been reviewed and approved by County Counsel as to form.

The resolution contains the County's standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to optometry services to County residents. It is anticipated that 100% of all eye examinations will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, resulting in the reduced risk of healthcare-associated infections.
