Adopt a resolution authorizing an agreement with Kirsten J. Rittenbach, DDS, MD, to provide oral and maxillofacial surgery services for the term of July 1, 2018 through June 30, 2020, to an amount not to exceed $260,000.

BACKGROUND:
San Mateo County is responsible for providing necessary medical and dental care to its medically indigent population, and access to services to its general population. Dr. Rittenbach has been providing oral and maxillofacial surgery services at San Mateo Medical Center (SMMC) since July 2015 and will continue to provide at least, the same level that she currently provides to the County.
DISCUSSION:
The County’s need for oral and maxillofacial services is increasing due to the aging of its patient population. SMMC will continue to meet this growing need through contracts with Dr. Rittenbach and other dental surgeons. Dr. Rittenbach has agreed to provide the necessary surgery, clinic and call coverage for County patients.
County Administrative Memorandum B-1 provides that contracts for physicians are exempt from the Request for Proposals process.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to oral and maxillofacial surgery services to County residents. It is anticipated that 100% of all oral and maxillofacial surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations, which will result in reduced risk of healthcare-associated infections.

FISCAL IMPACT:
The term of the agreement is July 1, 2018 through June 30, 2020. The amount of the agreement is not to exceed $260,000 for the two year term. Funds in the amount of $130,000 are included in the SMMC FY 2018-19 Recommended Budget. Funds in the amount of $130,000 will be included in the SMMC FY 2019-20 Recommended Budget.
The payment provisions and the level of services of this agreement are essentially the same as the prior agreement.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
