BACKGROUND:

San Mateo County has established a Shared Vision 2025 initiative to provide support for low-income and vulnerable population in the areas of stability and self-sufficiency. The Human Services Agency addresses this goal by providing children and youth in foster care the educational supports needed to improve their academic performance and achieve high school graduation.

 

On January 29, 2018, the Human Services Agency released a request for proposals (RFP) seeking tutoring services in San Mateo County for foster youth. !Achieve Success was chosen based on its experience and their ability to provide specialized tutoring that address children with multiple educational needs including low performing students, students with disabilities, and English language learners.

DISCUSSION:

This agreement will provide up to 4,800 hours of tutoring services for grades K-12 foster youth in San Mateo County. The tutoring services in this agreement will address general education needs of students along with test preparation services for the California High School Exit Examination, General Education Development, America College Testing and Scholastic Assessment Test. !Achieve Success is a California Department of Education Supplemental Educational Provider. !Achieve Success will use techniques that include face to face in-home tutoring, bilingual tutors, reinforcement of individualized educational plans and educational plans under section 504 of the Rehabilitation Act. !Achieve Success uses learning materials and curricula that are aligned with California State Common Core standards and staff that are trauma-informed, and able to serve students with a variety of educational needs.

Students eligible for tutoring services under this Agreement include youth referred by Children and Family Services who are English language learners, low performing students, and/or students with disabilities, among others. 

The agreement and resolution have been reviewed and approved by County Counsel as to form.

This resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum amount of $25,000 (in aggregate).

This agreement contributes to the Shared Vision 2025 of a Prosperous Community by providing economic development by empowering foster youth through educational opportunities in San Mateo County, allowing them to enhance their academic knowledge leading to greater education, job opportunities, and self-sufficiency later in life. Through the services in this agreement, 80% of parents, caretakers or teachers of the students served each school year will report improvement in the students’ attitude and motivation towards schoolwork by the end of the school year (2019). The 20% of students not showing improvement will receive a revised individualized learning plan to address these needs. Additionally, 75% of the students served each school year will demonstrate improvement in the area(s) of concern by the end of the school year (2019). The other 25% of students will receive specialized tutoring services for the duration of this Agreement that will address the improvement areas.

FISCAL IMPACT:

The term of this agreement is July 1, 2018 through June 30, 2020. The amount of this Agreement is $240,000. This agreement is funded 100% Net County Cost, through Child Welfare Services. Funding for this Agreement has been included in the FY 2018-19 and FY 2019-20 Recommended Budgets.
