Adopt a resolution authorizing an agreement with !Achieve Success for foster youth tutoring services for the term of July 1, 2018 through June 30, 2020 in the amount of $240,000.

BACKGROUND:
San Mateo County has established a Shared Vision 2025 initiative to provide support for low-income and vulnerable population in the areas of stability and self-sufficiency. The Human Services Agency addresses this goal by providing children and youth in foster care the educational supports needed to improve their academic performance and achieve high school graduation.
On January 29, 2018, the Human Services Agency released a request for proposals (RFP) seeking tutoring services in San Mateo County for foster youth. !Achieve Success was chosen based on its experience and their ability to provide specialized tutoring that address children with multiple educational needs including low performing students, students with disabilities, and English language learners.
DISCUSSION:
This agreement will provide up to 4,800 hours of tutoring services for grades K-12 foster youth in San Mateo County. The tutoring services in this agreement will address general education needs of students along with test preparation services for the California High School Exit Examination, General Education Development, America College Testing and Scholastic Assessment Test. !Achieve Success is a California Department of Education Supplemental Educational Provider. !Achieve Success will use techniques that include face to face in-home tutoring, bilingual tutors, reinforcement of individualized educational plans and educational plans under section 504 of the Rehabilitation Act. !Achieve Success uses learning materials and curricula t...
