BACKGROUND:
Day laborers are individuals without full-time employment who seek temporary work to support themselves and their families. They are typically waiting for contractors or individuals to hire them. Many day laborers are immigrants, refugees or displaced workers who have limited English proficiency. Day laborers contribute to San Mateo County's local economy by providing seasonal and temporary labor services supporting residents and small businesses. Additionally, they contribute economically as consumers and community members.

Since May 2006, the County of San Mateo has funded a Day Laborer Street Outreach Program, offering a safe environment to obtain employment and addressing community concerns. These outreach services provide structure, vocational training, support for the day laborer community and significantly improve public relations in the North Fair Oaks Neighborhood.

In January 2018, the Human Services Agency issued a Request for Proposals (RFP) seeking organizations that could provide a Day Laborer Outreach Program in the North Fair Oaks region of San Mateo County. Proposals were sought that involved a street-based approach and a collaborative approach to building community. The Multicultural Institute was chosen as the vendor that would best meet the needs of the County.
