BACKGROUND:

The San Mateo County Parks Department has developed plans to complete improvements to the Wunderlich Park Carriage House to improve access in compliance with Americans with Disabilities Act (ADA) of 1990. Your Board adopted Resolution Number 075717 on February 13, 2018, which adopted plans and specifications for the project, including conformance with prevailing wage requirements and which called for sealed bids.

 

DISCUSSION:

The proposed improvements to the Wunderlich Park Carriage House include a 107-square foot addition to create an ADA accessible restroom, new accessible walkways to new parking, a new accessible decked walkway to provide a secondary means of egress, and a new fire protection and detection system throughout the building.

 

On March 29, 2018, bids were received for this project and subsequently referred to Public Works for checking and recommendation.  The bid of Gonsalves and Stronck Construction Company, Inc., at $485,400 was the lowest responsible bid received for the work.  A summary of the bids received is attached as Exhibit “A”.  Bids received were higher than the original general contractor’s estimate and $100,000 in additional Measure K funding was therefore added to the project’s budget to allow for completion of the scope of work.

 

County Counsel has reviewed and approved this resolution as to form.

 

Approval of this action contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by protecting and managing these critically important habitats, as well as, maintaining public access, amenities, and capital infrastructures.

 

FISCAL IMPACT:

The contract with Gonsalves and Stronck Construction Company, Inc., is in an amount not to exceed $485,400, for the term of June 1, 2018 to December 31, 2018 and includes a contingency equal to ten percent of the contract’s not to exceed amount. Measure K funding is included in the Adopted FY 2017-18 and Recommended FY 2018-19 Parks Acquisition and Development Fund.

 

There is no additional impact to Measure K or the General Fund.
