Subject: Agreement with the California Department of Aging for the Older Americans Act Title III and Title VII Programs
RECOMMENDATION:

Acting as the Governing Board of the Area Agency on Aging for the County of San Mateo, adopt a resolution authorizing an agreement with the California Department of Aging, and all subsequent amendments thereto, to accept Older Americans Act funds for Title III and Title VII Programs, for the term of July 1, 2018 through June 30, 2019, in an amount not to exceed $3,019,871.

BACKGROUND:
On April 24, 2018, your Board, as the Area Agency on Aging (AAA), approved the updated Area Plan for Services for Older Adults and Adults with Disabilities (“Plan”) 2016-2020. The Plan provides a profile of the County’s senior population, identifies goals, and makes recommendations for services to be funded with San Mateo County’s Older Americans Act of 1965 (OAA) funds. The Plan, along with an annual budget, fulfills the California Department of Aging’s requirements and generates an agreement for funding.
DISCUSSION:
Aging and Adult Services (AAS) contracts with a variety of community-based agencies to implement programs that achieve the Plan’s goals and objectives with OAA funding. These programs include adult day care, adult day health care, congregate nutrition, elder abuse prevention, elder abuse education and training, family caregiver support, health promotion, home-delivered meals, legal assistance, nutrition counseling, nutrition education, ombudsman program, information and assistance, and transportation services. The services provided through these programs have served an average of 31,000 clients annually for the past three years, helping at-risk individuals remain in the most independent setting possible. This agreement accepts OAA funds for such programs.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing home and community-based services that enhance independence and engagement, while reducing isolation, improving nutrition, and maximizing an individual's capacity to live in the least restrictive environment. It is anticipated that 32,500 senior citizens over the age of 60 will receive home and community-based services through the AAA.

FISCAL IMPACT:
The term of the agreement is July 1, 2018, through June 30, 2019. The amount of the agreement is not to exceed $3,019,871 in funding from the California Department of Aging. There is no Net County Cost associated with this agreement. These funds have been incorporated into the AAS FY 2018-19 Recommended Budget.
