RECOMMENDATION:
title
Measure K: Adopt a resolution authorizing an amendment to the Grant Agreement Between San Mateo County and the Daly City Youth Health Center for the renovation and improvement of 350 90th Street Daly City to increase the maximum amount payable by $500,000.
body
BACKGROUND:
The San Mateo County Health System has, for many years, relied on its unique partnership with the Daly City Youth Health Center to serve underserved adolescents and young adults in northern San Mateo County. Health System staff are embedded in the Center, providing youth in the northern part of the County with a diverse array of primary care services in collaboration with the Jefferson Union High School District.
On December 6, 2016, your Board approved Resolution 074902 authorizing a $1,423,000 grant of Measure A (now known as Measure K) funds to the Daly City Youth Health Center (DCYHC) for the renovation and improvement of 350 90th St., 3rd Floor, Daly City, as DCYHC’s future home. Approximately $423,000 of the total grant amount was district-specific funds. DCYHC subsequently signed a grant agreement with the County in order to receive these funds.
DISCUSSION:
Using the County’s original grant, DCYHC finalized its architectural designs, secured the necessary building permits, and broke ground to begin construction in Fall 2017. However, due to unanticipated additional construction costs, we are asking your Board to approve an amendment to the agreement to allow a one-time increase in the amount payable of up to $500,000 to augment the original award amount. These funds will be matched on a 1:1 basis by DCYHC fundraising from private donors.
County Counsel has reviewed and approved the resolution as to form.
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by funding necessary improvements to a building that will house DCYHC, the North County’s designated youth health center. It is anticipated that 2,000 primary care clients will receive care at DCYHC.
