BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

PROJECT SUMMARY:

This is a request to authorize a grant to San Mateo County Blue Star Moms, Chapter CA15, and resulting grant agreement in an amount not to exceed $8,000 to provide postage to mail care packages to troops deployed around the world. The County Manager’s Office will administer and manage the proposed agreement.

The Blue Star Mothers of America, Inc. is a non-partisan, non-political, non-sectarian organization whose mission is to provide support for active duty service personnel, promote patriotism, assist veteran organizations, and assist in homeland volunteer efforts to help our country remain strong. Membership includes mothers, stepmothers, grandmothers, foster mothers and female legal guardians who have children serving in the military, guard or reserves, or children who are veterans. Blue Star Mothers of America have over 6,000 members from over 200 chapters throughout the nation.

 

San Mateo County Blue Star Moms (SMCBSM) is the local chapter of Blue Star Mothers of America. In support of their mission to support active duty military personnel, SMCBSM collects supplies and donations to send to troops deployed around the world.  Individual care packages typically include:  high protein snacks, instant coffee/tea/cocoa, toiletries, books, music CDs, games, pens and pencils, and DVDs.  They also send letters collected from classrooms and Boy & Girl Scout Troops giving these troops a little love from home.

With this grant of Measure K funds, SMCBSM will cover the postage costs to send between 100-115 care packages to the troops each quarter. Each quarterly mailing costs between $1,750-$2,000 to ship. In the past, the care package boxes have been mailed through the U.S. Postal Service to places such as Afghanistan, Kuwait and Guam - based on need.

 

Total Measure K Request: Not to Exceed $8,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds before June 30, 2019 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.

Funding to San Mateo County Blue Star Moms, Chapter CA15 supports the San Mateo County Shared Vision 2025 outcome of creating a Prosperous Community by helping local residents support our troops.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
