BACKGROUND:

Historically, since 2004, and most recently, on April 28, 2015, your Board has authorized the provision of public safety dispatch services to the District as part of the Law Enforcement Service Agreement between the District and the San Mateo County Sheriff’s Office. The District has elected to unbundle the services of the County’s 911 / Communications from the Law Enforcement Agreement.  Therefore, the County Office of Public Safety Communications and the District have negotiated this Communications Services Agreement for your consideration.

 

DISCUSSION:

The proposed agreement has a commencement date retroactive to July 1, 2017 and terminates as of June 30, 2020, and provides for continuing law enforcement emergency dispatch services, access to all relevant law enforcement databases and Computer Aided Dispatch (CAD) for District bus and rail operations, among other services.

 

The proposed agreement was approved by the Board of Directors, San Mateo County Transit District on February 7, 2018.

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

SHARED VISION 2025

The proposed agreement contributes to the Shared Vision 2025 outcome of Safe and Healthy Communities by providing for 9-1-1 emergency and law enforcement public safety communications dispatch services for transportation, including bus and rail operations.

FISCAL IMPACT:

The agreement calls for a total reimbursement amount of $671,049 over the three year term, with a 3% increase each year beginning in FY 2018-19, for a total increase over the term of $12,158. Reimbursement for FY 2017-18 has been included in the Recommended Budget and will also be included in the FY 2018-19 and FY 2019-20 Recommended Budgets.
