A)                     The President of the Board to execute an agreement with Stoloski & Gonzalez, Inc., for the MidCoast Drainage Improvement Project: Avenue Cabrillo from Avenue Alhambra to The Alameda - El Granada Area, in the amount of $355,150; and

 

B)                     The Director of Public Works to:

 

1.                     Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $35,515, or approximately 10% of the agreement amount; and

 

2.                     File a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

BACKGROUND:

On February 27, 2018, your Board adopted Resolution No. 075756, which adopted plans and specifications, including conformance with prevailing wage scale requirements and calling for sealed bids for the above-mentioned project.

 

DISCUSSION:

On Wednesday, March 21, 2018, bids were accepted for this project and subsequently referred to Public Works for checking and recommendation.  The bid of:

 

Stoloski & Gonzalez, Inc.

727 Main Street

Half Moon Bay, CA 94019

 

at $355,150 was the lowest responsible bid received for the work.  The Engineer’s estimate was $495,000.  A summary of the bids received is attached as Exhibit “A”.

 

Department staff has determined that this project qualifies for a Categorical Exemption pursuant to Article 19, Section 15303 (d) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that the construction of a limited number of new, small structures is exempt from review.  We request your authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this project.

 

This project has also been determined by the Planning Division to be exempt from the requirement for a Coastal Development Permit and Planning has certified the exemption (Permit number PLN 2018-00088).

 

County Counsel has reviewed and approved the resolution and agreement as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving the storm drainage infrastructure to minimize nuisance flooding, which will benefit the traveling public and support livable connected communities.

 

FISCAL IMPACT:

The total estimated cost for construction is $390,665, which includes authorization for up to $35,515 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.

 

The project is proposed to be financed as follows:

 

Senate Bill 1 Road Maintenance and

    Rehabilitation Account (SB1) fund                     $  100,665

Mitigation fund (Mid-Coast Urban area)                     $  290,000                     

Total Cost                     $  390,665

 

 

There is no impact to the General Fund.
