B)                     Execution of a Transmittal Letter to the California Department of Aging required to complete the submission process.

BACKGROUND:

In July 1992, Aging and Adult Services (AAS) convened a broad-based group of persons with disabilities, seniors, caregivers, and service providers to form the New Beginning Coalition (NBC). The purpose of the Coalition is to improve the quality of life for San Mateo County’s diverse population of older persons and adults with disabilities. The primary vehicle for achieving that goal was the development of a long-range plan for a continuum of services that would be responsive to the needs of its consumers and would acknowledge and incorporate the diversity that exists in San Mateo County.

 

The NBC, in coordination with the Commission on Aging (CoA) and the Commission on Disabilities (CoD), develops and implements a comprehensive process for involving consumers and agencies in the development of each new Area Plan.  Participation includes representatives from key private non-profit and governmental agencies that provide services for older adults and adults with disabilities, consumers, representatives from minority communities, and the ongoing involvement of the CoA and CoD. 

 

Completed plans are submitted to California Department on Aging for approval after the Governing Board (San Mateo County Board of Supervisors) and the Advisory Council (CoA) have had the opportunity to participate in the planning process and to review and comment on the Area Plan.  Area Plans are updated annually with new Area Plans being submitted every four years.  The most recent Area Plan for San Mateo County is for 2016-2020. 

 

DISCUSSION:

This 2018-19 Strategic Plan Update (Update) addresses the third year of the current 2016- 2020 Plan. The Update reflects a comprehensive picture of the current needs of older adults and adults with disabilities in San Mateo County, as well as the services provided to this population. The Update also highlights the goals and objectives to be addressed, as well as the program development, advocacy and coordination of activities to be undertaken to enhance services for older adults and adults with disabilities.

 

Highlighted activities address the following four goals of the Plan:

 

                     Promote community-based services that support independence, socialization and safety for older adults, adults with disabilities, and their caregivers;

                     Support options for increased mobility;

                     Promote/support affordable and accessible housing options in San Mateo County;

                     San Mateo County will be an age-friendly community where older adults will be able to age in place.

 

In accordance with the Older Americans Act (OAA), the Plan has been approved by the CoA, which serves as the advisory body for the Area Agency on Aging.

 

County Counsel has reviewed and approved the resolution as to form.

 

The Plan contributes to the Shared Vision 2025 outcome of a Healthy Community by providing demographic and statistical information that allows AAS to determine the services most needed for at-risk individuals. Submittal of the Plan is necessary for final approval of the OAA funding needed to continue to provide senior services that would help older adults remain in the most independent setting possible. Through the submission of this Update, it is anticipated that 40,000 unduplicated older adults would be served by programs funded via the OAA.
