A)                     Adopting the plans and specifications, including conformance with Federal prevailing wage scale requirements, for the Preventative Maintenance of the Madera Lane Bridge Project in the San Gregorio Area of Unincorporated San Mateo County; and

 

B)                     Authorizing the Director of Public Works to call for sealed bids to be received by Thursday, May 24, 2018 at 2:30 pm in the office of the County Manager/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

On May 16, 2017, your Board adopted Resolution No. 075202 which adopted Plans and Specifications for the Bridge Preventative Maintenance for Various County Bridges in the Unincorporated Areas of San Mateo County (Bridges Project), which included the Alpine Road Bridge, Madera Lane Bridge, and Stage Road Bridge.  This resolution also included conformance with Federal prevailing wage scale requirements, and authorized the Director of Public Works to call for sealed bids to be received.

The Department received one bid for the Bridges Project on June 13, 2017.  The bid submitted by Myers and Sons Construction, LP was $1,196,338 for the work described in Schedule “A” and Schedule “B” of the Bridges Project Plans and Specifications. The Department reviewed the bid for both Schedules of work and recommended the award of a contract for Schedule “A” work only because the bid for Schedule “B” was considerably higher than the Engineer’s Estimate.

On July 11, 2017, your Board adopted Resolution No. 075339, which awarded Schedule “A” of the Bridges Project to Myers and Sons Construction, LP. Schedule “B” of the plans and specifications described work specifically for the Madera Lane Bridge. The Department recommended evaluating the work proposed for the Madera Lane Bridge to determine whether the proposed work should be modified or the work should be re-advertised in the future.

 

DISCUSSION:

The Department has evaluated the options for the work required on the Madera Lane Bridge and is recommending that the originally proposed work on the Madera Lane Bridge be re-advertised.  The Preventative Maintenance for Madera Lane Bridge (Bridge No 35C-0116) in the San Gregorio Area of San Mateo County (Project) includes replacement of existing concrete girders (horizontal bridge supports) and barrier railings, and repairing spalled concrete.  The bridge was constructed in 1920, is located in a rural area of the County with access from Highway 84, and is eligible for Federal Bridge Preventative Maintenance Program (BPMP) Funds for the proposed Project. 

 

The plans, specifications, and estimate for this work have been prepared by Biggs Cardosa and reviewed by Department staff.  Caltrans has approved the plans, specifications, and estimate package and issued the authorization for the Department to proceed with construction.  The Department is recommending that your Board authorize the calling for bids for the proposed work.

 

County Counsel has reviewed and approved the resolution as to form. 

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving and maintaining the integrity of this bridge for use by the traveling public to support livable connected communities.

 

FISCAL IMPACT:

The estimated cost of construction is $720,000, and will be partially financed with Federal BPMP Funds.  This Federal BPMP funds available for this Project are $412,300.  It is anticipated that the bids received will exceed the available Federal BPMP funds and the Department will request additional funds from Caltrans.

 

The Federal BPMP Funds can fund up to 88.53% of the Project cost with a local match of 11.47%.  The local match will be from the Road Fund.  Sufficient Road Funds have been budgeted to finance the construction costs as the BPMP funding is on a reimbursable basis.  The Department will seek BPMP fund reimbursements from Caltrans during construction and upon project completion to reimburse the Road Fund.

 

There is no impact to the General Fund.
