BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

PROJECT SUMMARY:

This is a request to authorize a grant to Redwood City Parks and Arts Foundation for the Orgullo y Educación (OYE) Latinx Youth Conference, and resulting grant agreement in an amount not to exceed $3,000 to support a conference for Latino youth ages 12-22 who live in San Mateo County. The County Manager’s Office will administer and manage the proposed agreement.

The OYE Latinx Youth Conference will be held on Saturday, April 28, 2018 at Cañada College in Redwood City.  It will bring together 300 local teens and young adults, ages 12 to 22, and their parents to explore questions of identity and purpose and to build community through a fun and interactive day that includes hands-on workshops, inspirational speakers, artistic expression, and community resource sharing and networking.  The conference is free to all who attend.

The OYE Conference is a collaborative effort; a youth-adult partnership with roots in the Latinx community of Redwood City and North Fair Oaks. First launched in 2010, the conference is organized through the in-kind and volunteer support of the Fair Oaks Community Center, the Siena Youth Center/North Fair Oaks Youth Initiative, Cañada College Upward Bound, the Sheriff's Office CARON Program, Redwood City 2020, North Fair Oaks Forward, INclusion Promotores of Fair Oaks Community Center, the Boys and Girls Club of the Peninsula, and volunteer community leaders.

Sponsorship of this conference will pay for t-shirts for participants.

Total Measure K Request: Not to Exceed $3,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds before May 30, 2018 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.

Funding to Redwood City Parks and Arts Foundation for the OYE Latinx Youth Conference supports the San Mateo County Shared Vision 2025 outcome of creating a prosperous community by fostering community-building and educational opportunities for San Mateo County residents.

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
