BACKGROUND:

On November 17, 2015, your Board adopted Resolution No. 074208, which authorized the Agreement with AECOM Technical Services, Inc. (AECOM) for construction management services for the Crystal Springs Dam Bridge (CSDB) Replacement Project in the amount of $2,230,458. The services to be provided in accordance with the Agreement included: construction project management, construction inspection, bridge construction oversight and coordination, compliance with the plans and specifications, compliance with federal funding requirements, and project construction coordination for the CSDB Replacement Project.

 

On June 6, 2017, your Board adopted Resolution No. 075246, which authorized Amendment No. One to the agreement with AECOM to increase the agreement amount by $1,296,775 to $3,527,233 to continue to provide ongoing construction management and inspection services.

 

DISCUSSION:

Amendment No. 2 increases the not-to-exceed amount of the agreement by $571,749.  Kiewit Infrastructure West Co. (Kiewit) is the Contractor for the Project and began work on the Project in February 2016.  Kiewit had initially estimated the Project would take 23 months to complete.  However, their current schedule estimates the Project will be completed by May 2018, which is a 28-month construction period. 

 

Construction of the Project has continued to require extensive coordination with the San Francisco Public Utilities Commission (SFPUC), the owner of the dam upon which the bridge is being constructed, and PG&E which is coordinating their electrical work with Kiewit’s bridge work. As construction has progressed, unforeseen conditions, issues, and weather have required additional services and efforts from AECOM.  Their construction management resources have been required to inspect construction work not originally anticipated to be performed over weekends and at night in addition to the extended construction duration due in part to repair work that delayed Kiewit’s ability to complete critical path items of work on the Project.  Night and weekend work by Kiewit has been necessary to ensure that PG&E and their subcontractors can commence their work as scheduled in February.

 

This Amendment will allow AECOM to provide construction management and inspection of the remaining items of work, which include: removal of the bridge falsework, grading, revegetation activities, paving the road approaches to the bridge, installation of SFPUC’s catwalk under the bridge, continued coordination with PG&E’s work being performed concurrently with Kiewit’s work, and punch list items. AECOM will also provide Project closeout services.

 

The Department has coordinated with AECOM regarding the requested increase, and is recommending that the Amendment be executed to allow for continued construction management and inspection services for the CSDB Replacement Project.  Amendment No. 2 increases the not-to-exceed amount of the Agreement by $571,749. 

 

County Counsel has reviewed and approved the resolution and amendment as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by facilitating a bridge replacement project to provide the public with a seismically sound bridge for recreational users, bicyclists, and motorists.

 

FISCAL IMPACT:

This amendment will increase the current contract amount by $571,749, for a new not-to-exceed amount of $4,098,982. The funding for this amendment will be from the Road Fund; however, the Department has also requested additional Federal funds from Caltrans which would reduce the amount of Road Funds required, if approved by Caltrans. Road Funds have been budgeted to finance this Amendment.

 

There is no impact to the General Fund.
