BACKGROUND:

On June 21, 2016, your Board approved an agreement with healthRIGHT 360 (HR360) for substance use disorder treatment services, medication assisted treatment services, outpatient mental health services, and outreach and engagement services, for the term July 1, 2016 through June 30, 2017, in an amount not to exceed $5,428,919.

 

On September 8, 2016, the Chief of the Health System approved an amendment to the agreement to include marijuana education and bridge funding through September 30, 2016, with no change to the maximum amount or term of the agreement.

 

On October 28, 2016, the Chief of the Health System approved an amendment to the agreement to extend bridge funding through December 31, 2016, with no change to the maximum amount or term of the agreement.

 

On February 28, 2017, your Board approved an amendment to the agreement for substance use disorder treatment services under the Drug Medi-Cal Organized Delivery System (DMC-ODS), increasing the amount by $4,675,948 to an amount not to exceed $10,104,867, and extending the term of the agreement through June 30, 2018.

 

On June 22, 2017, BHRS issued a Request for Proposals for community-based partnerships to provide alcohol and other drug (AOD) substance use prevention services.  Community-based partnerships sustain effective AOD prevention efforts in the County’s six geographic community service areas (CSAs) as identified by BHRS: 1) Northwest CSA: Daly City, Pacifica, and Colma; 2) Northeast CSA: Brisbane, South San Francisco, San Bruno and Millbrae; 3) Coastside CSA: Half Moon Bay, La Honda, and Pescadero; 4) Central CSA: Burlingame, Hillsborough, San Mateo, Foster City and Belmont; 5) South CSA: San Carlos, Redwood City, Woodside, Atherton, West Menlo Park, and Portola Valley; and 6) East Palo Alto CSA: East Menlo Park and East Palo Alto.  These partnerships are cooperative agreements with community stakeholders who are committed to providing a variety of AOD prevention strategies in their community.  HR360 submitted a proposal and was chosen to provide these services in the Northeast CSA.

 

On April 11, 2017, your Board approved a separate agreement with HR360 to renovate and operate Serenity House, a behavioral health respite center.  HR 360 began hiring staff to prepare for facility licensing, program development, program marketing and staff training.  The estimated date to begin providing services was August 1, 2017.  Due to several unforeseen challenges resulting in significant delays in completion of construction, it is now estimated Serenity House will begin providing services on May 18, 2018.

 

DISCUSSION:

Through this amendment, HR360 will be the lead and fiscal agency for the community-based partnership by:  1) providing AOD related prevention services in the Northeast CSA; 2) collaborating through the partnership to increase community capacity to implement AOD prevention strategies; and 3) continuing to reduce access to and availability of alcohol and other drugs to youth.  In addition, this amendment extends the term of the North County Outreach Collaborative and AOD prevention services through June 30, 2018, provides additional funding for the Sober Living Environments and a 3% cost of living adjustment.  Lastly, this amendment will allow HR360 to move staff that were hired for Serenity House into existing programs until Serenity House is completed and services begin.

 

The amendment and resolution have been reviewed and approved by County Counsel as to form. This agreement is coming to your Board late because the Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed. 

 

Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services to support recovery, which in turn contributes to the health and safety of communities throughout the County.  A successful treatment discharge occurs when a program participant completes his/her treatment/recovery plan or when a participant is transferred to the next appropriate level of care.  It is anticipated that 58% of clients will achieve a successful treatment discharge.

FISCAL IMPACT:

The term of the agreement is July 1, 2016 through June 30, 2018.  The amount of the amended agreement is not to exceed $10,441,877; the amendment increases the contract amount by $337,010, which is included in the BHRS FY 2017-18 Adopted Budget.  Of the increase, the Substance Abuse Prevention Treatment Block Grant will fund $86,650, Measure K for Parent Partnership will fund $10,000, Federal Financial Participation will fund $107,033, and 2011 Realignment will fund $107,033 and 1991 Realignment will fund $26,294.
