BACKGROUND:
On September 12, 2017, the Board of Supervisors approved execution of a Memorandum of Understanding (MOU) between the County of San Mateo and the San Mateo County Transportation Authority outlining roles and responsibilities for the design, permitting, and environmental phase of the Gray Whale Cove Improvement Project (Project).

DISCUSSION:
The purpose of the Gray Whale Cove Improvement Project is to enhance access for pedestrians and bicyclists crossing Highway 1, as well as to improve vehicular mobility into and out of the parking lot at Gray Whale Cove. After discussion with Caltrans and the San Mateo County Transportation Authority, the County of San Mateo agrees that Alternative 2 (pedestrian hybrid beacons) better meets the needs of the pedestrian enhancement project. This amendment will change the project scope and scope of work from Alternative 1 (rapid flashing beacons) to Alternative 2 (pedestrian hybrid beacons).

The Gray Whale Cove Improvement Project supports the County Shared Vision 2025 goal of creating livable communities by improving access and mobility for pedestrians and vehicles. Residents and visitors will have improved access to recreational opportunities at Gray Whale Cove State Beach on the San Mateo County coast.
