Adopt resolutions authorizing:
A) An agreement with the City of Sunnyvale for disaster-related employment services for the term March 1, 2018 through September 30, 2018, and for an estimated revenue total of $38,229; and
B) An Appropriation Transfer Request (ATR) recognizing $38,229 in unanticipated revenue from other local agencies and making corresponding appropriations in Salaries and Benefits and Services and Supplies.

BACKGROUND:
Beginning on or around January 3, 2017, the County was hit with devastating and record-breaking weeks of rain and wind storms that led to, among other things, mudslides, slope failures, road failures, creeks, and streams overtopping their banks causing local flooding, and PG&E electrical infrastructure damage.
DISCUSSION:
Due to the widespread damage that the 2017 storms inflicted on County parks, the Parks Department received a grant award through the City of Sunnyvale’s NOVA Workforce Services Department (“NOVA”) in the amount of $38,229 to assist with clean-up and recovery efforts in San Mateo County.
NOVA was awarded funding from the State of California Employment Development Department to provide disaster-related employment services for eligible individuals. NOVA and Parks will work together to recruit and place individuals in temporary work assignments throughout the parks system. Parks will be reimbursed for program costs and activities, including providing supervision to the workers referred by NOVA, overhead costs for reporting and tracking grant related costs, and supplies and equipment the temporary workers need in order to perform their duties. NOVA will be responsible for paying for the hourly wages of the temporary employees.
County Counsel has reviewed and approved the resolution and agreement as to form.
Approval of this agreement contributes to the Shared Vision 2025 outcome of a Collaborative Community as the grant agreement was developed in partnership with the County Manager’s Office and the City of Sunnyvale. The result of the collaboration will improve and clean up damaged areas throughout the County parks system.
FISCAL IMPACT:
The term of the agreement is March 1, 2018 through September 30, 2018, for an estimated revenue total of $38,229. An ATR is being requested to recognize the estimated revenue total of $38,229. There is no Net County Cost associated with this grant agreement.
