BACKGROUND:
Beginning on or around January 3, 2017, the County was hit with devastating and record-breaking weeks of rain and wind storms that led to, among other things, mudslides, slope failures, road failures, creeks, and streams overtopping their banks causing local flooding, and PG&E electrical infrastructure damage.

DISCUSSION:
Due to the widespread damage that the 2017 storms inflicted on County parks, the Parks Department received a grant award through the City of Sunnyvale's NOVA Workforce Services Department ("NOVA") in the amount of $38,229 to assist with clean-up and recovery efforts in San Mateo County.

NOVA was awarded funding from the State of California Employment Development Department to provide disaster-related employment services for eligible individuals. NOVA and Parks will work together to recruit and place individuals in temporary work assignments throughout the parks system. Parks will be reimbursed for program costs and activities, including providing supervision to the workers referred by NOVA, overhead costs for reporting and tracking grant related costs, and supplies and equipment the temporary workers need in order to perform their duties. NOVA will be responsible for paying for the hourly wages of the temporary employees.
