BACKGROUND:

On April 25, 2017, your Board, acting as the Area Agency on Aging (AAA), approved the updated Area Plan for Services for Older Adults and Adults with Disabilities 2016-2020 (Plan). The Plan, along with the annual budget, fulfilled the California Department of Aging’s (CDA) requirements and generated an agreement for CDA funding.

 

The Medicare Improvements for Patients and Providers Act (MIPPA) grant provides additional resources to expand, extend, and enhance outreach and enrollment of low income Medicare beneficiaries.

 

DISCUSSION:

Through the authority of your Board, Aging and Adult Services (AAS) holds the agreements with OAA community providers in conformance with CDA requirements. These agreements target those in economic and social need, with particular attention to low-income minority individuals, older individuals with limited English proficiency, and older individuals residing in rural areas.

 

We are requesting that your Board ratify the CDA funding contract for MIPPA for the period January, 1, 2018, through September, 29, 2018.  Funds from this MIPPA agreement would be utilized by the community providers of the MIPPA and Health Insurance Counseling and Advocacy Program to further serve these populations.

 

AAS requests that your Board authorize the Chief of the Health System or her designee to prepare and execute the MIPPA agreement(s) for an aggregate total amount not to exceed $37,603.

 

AAS also requests your Board to authorize the Chief of the Health System or her designee to execute individual provider agreement amendments that modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate per agreement), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions, including future One-Time-Only finds or additional funds received and allocated for the contract period.

 

The agreement and resolution has been reviewed and approved by County Counsel as to form.

 

This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by expanding, extending, and enhancing outreach and enrollment efforts targeted at beneficiaries with limited incomes, individuals living in rural areas, and those receiving behavioral health and vocational rehabilitation services.  It is anticipated that 80% of MIPPA service recipient respondents will feel that their MIPPA counseling appointment was helpful and necessary to make an informed decision about Medicare coverage.

FISCAL IMPACT:

The term of the MIPPA grant will be from January 1, 2018 to September 29, 2018. The amount of the agreement is not to exceed $37,603. Of that amount, $28,203 is included in the AAS FY 2017-18 Adopted Budget. Similar arrangements will be made for future budget years.  There is no Net County Cost associated with this agreement.
