BACKGROUND:

In October 2017, the California State Board of Pharmacy (CSBP) inspected San Mateo Medical Center’s (SMMC) pharmacy and found that work is needed to bring the area used for sterile compounding into compliance with CSBP regulatory standards. SMMC negotiated a waiver with CSBP through June 30, 2018, to allow time to develop a solution. Immediately after the inspection, SMMC began looking at alternatives to acquire a mobile sterile compounding pharmacy unit to be installed on the SMMC campus.

 

DISCUSSION:

The County procurement department conducted an informal bid process to identify a unit that would meet CSBP’s regulatory standards and arrive in time to meet the June 30, 2018, deadline. Aseptic Enclosures was the lowest bidder and will be able to deliver the unit in twelve to sixteen weeks, which will allow SMMC to timely comply with CSBP requirements.  Therefore, SMMC is requesting that your Board waive the formal bid process in order to meet CSBP’s deadline and authorize the purchase of a mobile sterile compounding unit.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

The resolution has been reviewed and approved by County Counsel as to form.

 

The purchase contributes to the Shared Vision 2025 outcome of a Healthy Community by providing a safe and sterile compounding environment for filling patient prescriptions at SMMC. It is anticipated that this sterile compounding pharmacy will meet CSBP regulatory standards 100% of the time.

FISCAL IMPACT:

The amount of the purchase is not to exceed $370,000. Funds in the amount of $370,000 are included in the SMMC FY 2017-18 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
