BACKGROUND:
The County of San Mateo receives an annual public safety realignment allocation from the State of California, a percentage of which is required to be used for data collection and evaluation of the realignment population. The County Manager's Office has contracted with Harder & Company Community Research ("Harder & Company") since 2013 to provide technical assistance and database support for the use of the Social Solutions Efforts to Outcomes database in the County, which tracks services to the public safety realignment and Unified Reentry populations.

DISCUSSION:
Over the past five years, Harder & Company has worked closely with the Sheriff's Office, Probation, Human Services Agency and the Health System to build a robust web-based data system that tracks services provided to a select group of justice involved individuals. Because Harder & Company's most recent contract with the County expired on December 31, 2017, the County Manager's Office now seeks to enter into a new two-year contract with them. Under the new agreement, Harder & Company will continue to provide ongoing technical assistance and database support for numerous users of ETO, including: 1) County departments providing services to the AB 109 and Unified Reentry populations; and 2) community-based organizations serving the AB 109 and Unified Reentry clients that have received...
