BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et. seq. of the California Vehicle Code and Section 7.30.10 of the San Mateo County Ordinance Corde provides that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

The Department of Public Works (Department) received requests from members of the community, as well as the Woodside Fire Protection District for a “No Parking” zone on El Nido Road in the Los Trancos Area. The Department evaluated the intersection of El Nido Road and Los Trancos Circle and determined the road is narrow and parking along this stretch of road constricts the flow of traffic.

DISCUSSION:

The Department has evaluated the requests and determined that the recommended parking restriction is warranted and will benefit the community. The “No Parking” zone will impose parking restrictions at the intersection of El Nido Road and Los Trancos Circle to improve access for emergency service vehicles to Los Trancos Circle, Vista Verde Way, and El Nido Road.

Property owners on adjacent blocks, extending a minimum of 300 feet from the proposed parking restriction were notified of the date and time of your Board’s meeting when this Item will be considered. The comments received to date are summarized in Attachment “A” and are in support of the recommended no parking zone.

The location of no parking zones and other traffic restrictions on County-maintained streets are indicated on maps in the Department of Public Works office. No parking zones and other traffic restriction locations will be made available in list form on maps through the Department’s website. The master list will be updated to reflect the recommended changes should your Board approve the proposed resolution.

County Counsel has reviewed and approved the resolution as to form.

Approval of this action contributes to the Shared Vision 2025 outcome of a Livable Community by allowing residents, business owners, and schools to help shape the neighborhood traffic controls in a way that best fits their collective needs.

FISCAL IMPACT:

The cost of installing signs and painting parking zone markings varies, but averages approximately $550 per parking zone.  Costs are included in the Fiscal Year 2017-18 Adopted Budget. There is no impact to the General Fund.
