Measure K: Adopt a resolution authorizing a one-time grant of district-specific Measure K funds, not to exceed $47,000 to the Service League of San Mateo County for repairs and improvements to Hope House and Transitional Housing in Redwood City, and authorizing the County Manager, or his designee, to prepare and execute the grant agreement.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.

PROJECT SUMMARY:
The Service League of San Mateo County (“Service League”) is a non-profit agency that, among other activities, delivers programs and services to individuals in custody and to those that have been recently released from the correctional system. In addition, they provide services such as residential substance use disorder programs (SUD) for women and infants and transitional housing at 7 sites in the community. This is a one-time request for a $47,000 grant that will promote the health and comfort of residents living in the Service League housing by funding repairs and improvements to the following Service League housing facilities in Redwood City: Hope House and Transitional Housing. The repairs and improvements described below are expected to be completed by June 30, 2018.The County Manager’s Office will administer and manage the proposed grant agreement.
The Hope House for Women and Infants (“Hope House”) is an intensive residential SUD treatment facility for women, pregnant women, and women with infants located at 3787 and 3789 Hoover Street, Redwood City. The following repairs and improvements are proposed for the Hope House at 3787 and 3789 Hoover Street:

The Hope House Transitional Home for Men (“Tim’s House”) is residential transitional housing coupled with case management for men who have graduated from substance treatment programs, come from a shelter, come out of incarceration or who are in need of housing. Located at 926 4th Avenue, Redwood City, the following repairs and improvements are proposed for the Hope House at 926 4th Avenue in Redwood City:

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

PERFORMANCE MEASURES:
County Counsel has reviewed and approved the resolution as to form.
Funding for the repairs and improvements will contribute to the Shared Vision 2025 outcome of a Healthy Community by providing individuals with substance use disorders with a safe place to live, recover, and re-integrate into the community.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
