B)                     An Appropriation Transfer Request (ATR) recognizing unanticipated revenue in the amount of $93,552 and increasing appropriations in various expenditure accounts.

BACKGROUND:

On December 1, 1981, your Board approved the first agreement with the California Department of Food and Agriculture (CDFA) to initiate the Pest Detection Trapping Program. The agreement has been renewed each year. The statewide insect pest detection trapping program protects the agricultural industry, home gardens, and the environment by providing early detection of exotic pests that may be introduced into California. The Board approved agreement #17-0118 on November 21, 2017 (Resolution No. 075569). The Board approved an amendment to this agreement #17-0118-1 on January 23, 2018 (Resolution No. 075673).

 

DISCUSSION:

CDFA has amended the State agreement for the Pest Detection Trapping Program to include reimbursement for additional trap placement and inspection services related to Mediterranean fruit fly (Medfly). The County will receive an additional $93,552 under the amended agreement #17-0118-2, for a total reimbursement of $748,907. The additional funds will be appropriated to Salaries and Benefits, and various operating expense accounts via an Appropriations Transfer Request (ATR). The CDFA sent this agreement amendment to the Agricultural Commissioner on December 29, 2017.

 

In November 2017, two adult Medflies were found on traps in fruit trees on residential properties in Half Moon Bay. These Medfly finds triggered a delimitation survey to assess the distribution of the pest. CDFA requested additional traps to be placed and monitored in the delimitation area of Half Moon Bay. This amendment will reimburse the Department for 143 additional Medfly delimitation traps to be placed and inspected July 1, 2017 through June 30, 2018. 

 

The Agriculture/Weights and Measures Department also requests your Board give authority to the County Agricultural Commissioner/Sealer to execute additional amendments to this agreement with CDFA that modify the State’s maximum reimbursement obligation by no more than $25,000 (in aggregate) and/or modify the agreement term and/or services so long as the modified term or services is/are within the current or revised fiscal provision and, provided no such amended agreement would require the expenditure or commitment of County funds. CDFA will accept the Agricultural Commissioner/Sealer’s approval and signature on agreement amendments providing the Department submits a resolution that outlines the Agricultural Commissioner/Sealer’s authority to sign amended documents. The agreement and resolution have been reviewed and approved by County Counsel as to form.

 

This agreement contributes to the Shared Vision 2025 outcome of Environmentally Conscious Community by reimbursing the County for pest detection activities that protect the agricultural industry and the environment from harmful exotic pests that may be introduced into California. CDFAg A periodically places insect specimens in County pest detection traps for training purposes and to test the identification abilities of Pest Detection Specialists. It is anticipated that staff will be able to recover 95 percent of the specimens planted by CDFA during FY 2017-18. The projected target represents an estimate that staff will recover 35 out of 37 quality control specimens.

FISCAL IMPACT:

The term of this amended agreement is July 1, 2017 through June 30, 2018. The revenue authorized by the original agreement and first amendment were included in the Department’s FY 2017-18 Final Budget. The additional intergovernmental revenue of $93,552 provided by this amendment will be authorized via the Appropriations Transfer Request. The revised total agreement amount is $748,907. There is no Net County Cost associated with this agreement.
