Adopt a resolution:
A) Adopting the plans and specifications, including conformance with prevailing wage scale requirements for the MidCoast Drainage Improvement Project: Avenue Cabrillo from Avenue Alhambra to The Alameda in the El Granada area; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Wednesday, March 21, 2018, at 2:30 p.m. in the office of the County Manager/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
In November 1990, your Board adopted Ordinance No. 3277, which is codified in Chapter 2.53 of the San Mateo County Ordinance Code and provides for Mitigation Fees to be calculated, assessed, and collected for remodel or reconstruction projects from applicants at the time a building permit is issued. In August 2000, your Board adopted Ordinance No. 03988, which allows for Mitigation Fees to be used to finance roadway reconstruction or drainage improvement projects within defined areas of benefit in which the fee was collected. The MidCoast area is a defined area of benefit area. In February 2009, your Board adopted Ordinance No. 04461, which clarified that the Mitigation Fees can be used for planning, design, and environmental review of reconstruction projects for existing roads and drainage facilities, and repaving of existing roads.
DISCUSSION:
During storm events flooding occurs on Avenue Cabrillo in the southbound direction at the intersections with The Alameda and Coronado Avenue. Under such storm events, the limits of flooding extend into the roadway affecting vehicular travel and pedestrian access to the sidewalk access ramps. The proposed project would install a 30-inch storm drainage pipe in Avenue Cabrillo, which will connect to the existing storm drainage system on either end. It appears that this portion of the system was previously contemplated, but never installed. Construction of the proposed pipe will alleviate flooding during certain storm events. The Department has coordinated with Pacific Gas and Electric Company to relocate their gas pipe on Avenue Cabrillo and with the Coastside County Water District to relocate their water pipe at the intersection of Avenue Cabrillo and The Alameda to accommodate the proposed 30-inch storm drain pipe.
The plans and specifications for the work have been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.
County Counsel has reviewed and approved the resolution as to form.
Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving the storm drainage infrastructure to minimize nuisance flooding, which will benefit the traveling public and support livable connected communities.
FISCAL IMPACT:
The estimated construction cost of the project is $495,000. The project will be financed as follows:
Senate Bill 1 Road Maintenance and
Rehabilitation Account (SB1) funds $205,000
Mitigation Fund $290,000
Total Estimated Cost $495,000
There is no impact to the General Fund.
