BACKGROUND:

On September 20, 2016, your Board approved an agreement with the State of California Department of Health Care Services (DHCS) to provide substance use disorder (SUD) treatment services through the Drug Medi-Cal Organized Delivery System (DMC-ODS), for the term October 18, 2016 through June 30, 2019, in an amount not to exceed $19,269,141.

 

DISCUSSION:

Through this amendment, BHRS and DMC certified SUD treatment and recovery providers will be able to access additional federal funding for Medi-Cal beneficiaries in need of SUD treatment, and continue to develop full spectrum of treatment services.  The expanded continuum of care for SUD services includes: Outpatient, Intensive Outpatient, Residential, Opioid/Narcotic Treatment Services, Withdrawal Management, Recovery Services, Case Management and Physician Consultation which are outlined in the Department of Health Care Services Special Terms and Conditions. 

 

BHRS requests your Board to authorize the Chief of the Health System to execute this amendment to the agreement and any additional amendments thereto and on behalf of the County.

 

This amendment and resolution have been reviewed and approved by County Counsel as to form.

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing expanded DMC services for San Mateo County residents.  The State is in the process of developing performance measures for participating counties.

BHRS anticipates the State will establish performance measures in FY 17-18.

 

FISCAL IMPACT:

The term of the agreement remains the same, October 18, 2016 through June 30, 2019.  The amount of the amended agreement is not to exceed $36,970,659; the amendment increases the contract amount by $17,701,518, which was included in the BHRS FY 2017-19 Adopted Budget.  Of this, $7,637,065 is included in the BHRS FY 2017-18 Adopted Budget.

 

Of the amended amount, $3,549,815 is funded by state general fund and $14,151,703 is funded by FFP.  Existing 2011 Realignment and Net County Cost will continue to be used as the required match to draw down federal financial participation revenue for Medi-Cal eligible services.
