Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Reconstruction of Seventh (7th) Avenue from Middlefield Road to Edison Way - North Fair Oaks Area; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Tuesday, March 6, 2018 at 2:30 p.m., in the office of the County Manager/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
On June 18, 2002, your Board adopted Resolution No. 065329 and No. 065330, which established minimum road standard options and a priority list for road improvements in the North Fair Oaks Area.
DISCUSSION:
Seventh Avenue, from Middlefield Road to Edison Way, is the next street on the North Fair Oaks area road priority list for the proposed reconstruction. The Department surveyed all property owners along the street to determine the minimum road standards to be used in the design of the road improvements. The road standards to be used (two 18.5-foot wide travel lanes with 2-foot wide curb and gutter on each side of the road from Middlefield Road to Park Road and two 9-foot wide travel lanes with 3-foot wide valley gutters on each side of the road from Park Road to Edison Way) for this project are based on the results of the property surveys.
The Fair Oaks Sewer Maintenance District and California Water Service Company have requested that work involving affected sanitary sewer and water facilities be performed in conjunction with this project. The plans and specifications for the work have now been prepared and staff is recommending that your Board authorize calling for bids for the proposed work.
County Counsel has reviewed and approved the resolution as to form.
Approval of this action will contribute to the Shared Vision 2025 outcome of a Livable Community by improving our roads for use by the traveling public to support livable connected communities.
FISCAL IMPACT:
The estimated construction cost of the Project is $1,300,000. The project will be financed as follows:
Senate Bill 1 Road Maintenance and
Rehabilitation Account (SB1) funds $1,295,700
Fair Oaks Sewer Maintenance District* $3,500
California Water Service Company* $800
Total Estimated Cost $1,300,000
*Resolution No. 064550, executed by your Board on June 19, 2001, authorized the Director of Public Works to enter into agreements with special districts and utility companies for work less than $50,000 proposed to be done in conjunction with County road projects.
Reimbursement for the cost of doing work for the Fair Oaks Sewer Maintenance District and California Water Service Company will be through individual agreements with the utility companies.
There is no impact on the General Fund.
