Subject: Amendment to the Agreement with the Peninsula Conflict Resolution Center
RECOMMENDATION:

Adopt a resolution authorizing an amendment to the existing Agreement (No. 30000-18-D018) with the Peninsula Conflict Resolution Center (PCRC) to provide Anger Management and Conflict Resolution programming to inmates within the County's adult correctional facilities, and add $64,407.67 to the Agreement for a new total amount not to exceed $151,391.00 for the term of July 1, 2017 through June 30, 2018.

BACKGROUND:
For many years, the Sheriff's Office has contracted with PCRC for their services to the Community Alliance to Revitalize Our Neighborhood (C.A.R.O.N.) program. In 2017, PCRC expanded their services by offering their specialized knowledge and training to prepare adult inmates for a successful reentry to our communities. PCRC successfully piloted the new program, which the Sheriff's Office then adopted into the master program schedule. PCRC serves male and female inmates in the correctional facilities by providing anger management and conflict resolution programs.
DISCUSSION:
PCRC has a unique ability to provide a wide array of conflict resolution programs. The jail program incorporates theory, discussion, and exercises rooted in conflict resolution and restorative justice practices based on cultural humility, self-awareness, empathy, and healing harm. Given their expertise in this area, it is in the best interest of the County to amend the current Agreement with the PCRC and waive the Request for Proposals process on the basis of being a sole source provider of conflict resolution and restorative justice practices in the County of San Mateo.
The Resolution and amendment have been reviewed and approved as to form by County Counsel.
