BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 4 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015. 

 

PROJECT SUMMARY:

The Ravenswood Family Health Center’s mission is to improve the health of the community by providing culturally sensitive, integrated primary and preventative health care to all. This is a request to authorize a grant to Ravenswood Family Health Center, and resulting grant agreement in an amount not to exceed $69,000 to contribute to the Dental renovation and expansion of the existing Ravenswood Family Dentistry facility, which is operated by the Ravenswood Family Health Center. The County Manager’s Office will administer and manage the proposed agreement.

The proposed Dentistry Renovation Expansion Project will create new dental treatment rooms that will streamline dental clinic operations and provide the capacity to deliver integrated primary medical and oral health care for 3,500 additional, unduplicated patients annually. Lack of space currently impedes the efficiency of dental clinic operations. The addition of nine dental treatment rooms will improve patient flow to increase dental clinic capacity. The recently opened health center has sufficient space to deliver primary medical care for these new patients.

The expansion project specifically will serve three underserved sub-populations with urgent, unmet needs for preventive services and integrated primary medical and oral health care: children, women of childbearing age, and people with and at risk for chronic diseases. The target population for the proposed project is people living in households below 200% of the Federal Poverty Level (FPL) in southeast San Mateo County. Ravenswood Family Health Center’s service area covers four communities: East Palo Alto; Menlo Park; Redwood City; and the North Fair Oaks area. The target population is mainly low-income and working poor Latinos, African-Americans and Pacific Islanders employed in low wage service jobs that support the economy of affluent Silicon Valley communities that surround the service area.

The proposed renovation project will convert 3,017 square feet of existing building space at the 1805 Bay Road site, located next door to the existing Ravenswood Dentistry Clinic at 1807 Bay Road, into space to house nine new dental treatment rooms, and sterilization and dental staff charting areas.

Multiple partners, including Sobrato Foundation and the Grove Family Foundation, will be making contributions towards the project, which has an estimated cost of around $2 million dollars.

The construction of the project is expected to begin in the summer of 2018 and the project is expected to be completed and operational by April 1st, 2019.

Total Measure K Request: Not to Exceed $69,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Dentistry Renovation Expansion Project contributes to the Shared Vision 2025 outcome of a Healthy Community because it provides access to quality health care and seamless services.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
