Adopt a resolution appointing Julie Lind Rupp to the 2018 Charter Review Committee as the nominee of the San Mateo County Central Labor Council.

BACKGROUND:

As required by Section 801 of the County’s Charter, the 2018 Charter Review Committee will review the Charter and make recommendations for amendment or revision to the Board of Supervisors.  The 2018 Charter Review Committee will serve from January 2018 to June 2018 and will submit to the Board, no later than June 30, 2018, its recommendations regarding amendments to the Charter.

 

The 2018 Charter Review Committee will have nineteen members, to be selected as follows: (1) each member of the Board shall appoint two residents from his or her Supervisorial District; (2) one person shall be designated by each of the following six organizations for appointment to the Committee by the Board of Supervisors: the County School Boards Association, the Council of Cities, the League of Women Voters, SamCEDA, the San Mateo County Central Labor Council, and the Youth Commission; and (3) one person shall be designated by the Board to represent each of the following:  communities of concern, large businesses, and senior citizens.

 

DISCUSSION:

On January 9, 2018, this Board adopted resolutions which, among other things, appointed 17 of the 19 members of the 2018 Charter Review Committee.  The San Mateo County Central Labor Council’s nominee is Julie Lind Rupp whose formal appointment to the Charter Review Committee is now being brought before this Board for approval.

 

The nominee from the Council of Cities will be brought before this Board a later date.

 

An organizational meeting for the Committee has been set for Tuesday, January 30, 2018, at 6:00 p.m.  It is open to the public and will be held in the Criminal Justice Training Room, 400 County Center, First Floor, in Redwood City.

 

This appointment contributes to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.

 

FISCAL IMPACT:

The convening of the 2018 Charter Review Committee will result in only incidental impact to the General Fund relating to the staffing of the committee.
