BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Two has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.
PROJECT SUMMARY:
This is a request to authorize a grant to Peninsula Conflict Resolution Center (PCRC), and resulting grant agreement in an amount not to exceed $2,500 to provide for the sponsorship of the Action Summit 2018 event, held on January 12-13, 2018. The County Manager’s Office will administer and manage the proposed agreement.
The Peninsula Conflict Resolution Center (PCRC) is kicking off its first annual Action Summit, a two day conference scheduled on Friday, January 12th & Saturday, January 13th, 2018 at College of San Mateo. It will convene cross-sector participants to inspire innovation, design the communities in which they would like to live and take action to bring about that change.
Background:
Silicon Valley is one of the most, diverse, exciting, and lively regions on earth, with seemingly abundant opportunities for achieving a high quality of life. Despite these unique characteristics, there are stark social and economic divides among us that sometimes lead to interpersonal misunderstandings and feelings of disconnectedness and disenfranchisement.
Reports of conflicts within schools and neighborhoods have increased dramatically. Throughout the Bay Area, skyrocketing housing costs and the accompanying displacement of lower-income families have caused economic and social pressures. At the national level, we have witnessed an erosion of trust in the relationship between community and law enforcement, strained race relations, and a very divisive election. With all of these challenges, we have seen a breakdown in dialogue, trust, and empathy.
PCRC is a non-partisan organization; it does not comment on or take positions on political issues. On the contrary, PCRC works to provide individuals, organizations, schools, and cities with the tools and resources to keep their communities healthy, peaceful, and positive. This summit will encourage community dialogue, provide a forum for sharing ideas and differing perspectives, and inspire action to bring about change.
Use of Funds:
These funds will help support the costs of the Action Summit, allow youth to attend the conference at no charge, and, in so doing, will help to bridge divides in the community. Some of the specific conference expenses to be defrayed by these funds include: renting the facility at the College of San Mateo, printing material and signage, and providing stipends for the featured speakers. The funds will help strengthen our communities through increased communication, knowledge-sharing, and capacity building at and after the conference.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.
Funding the Action Summit event will contribute to the Shared Vision 2025 outcome of a collaborative community by supporting PCRC’s mission of realizing a vision of a strong, resilient, and collaborative community.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
