BACKGROUND:

On November 7, 2017, the Board of Supervisors adopted Resolution 075548 which established the 2018 Charter Review Committee and directed the Committee to consider specific issues for its review.  On November 21, 2017, the Board adopted Resolution 075570 which amended its November 7th resolution to correct an inaccuracy in the scope of the issues the Board was directing the Committee to review.

 

As required by Section 801 of the County’s Charter, the 2018 Charter Review Committee will review the Charter and make recommendations for amendment or revision to the Board of Supervisors.  The 2018 Charter Review Committee will serve from January 2018 to June 2018 and will submit to the Board, no later than June 30, 2018, its recommendations regarding amendments to the Charter.

 

As set forth in the resolution presented to the Board on November 7, 2017, and amended by the Board at that time, the 2018 Charter Review Committee was proposed to have eighteen members, to be selected as follows: (1) each member of the Board shall appoint two residents from his or her Supervisorial District; (2) one person shall be designated by each of the following six organizations for appointment to the Committee by the Board of Supervisors: the County School Boards Association, the Council of Cities, the League of Women Voters, SamCEDA, the San Mateo County Central Labor Council, and the Youth Commission; and (3) one person shall be designated by the Board to represent each of the following interests of communities of concern and large businesses.  Since the November 21st meeting, it has been suggested that the Committee include an individual to represent the interests of senior citizens and the proposed amended and restated resolution therefore includes such a position, bringing the total number of Committee members to nineteen.

 

DISCUSSION:

Since the Board’s November 21, 2017 meeting, four of the organizations listed above have designated an individual to serve on the 2018 Charter Review Committee.  In addition, each member of the Board has designated two residents from his or her District.  Today, the Board will appoint those individuals, plus the individuals representing communities of concern, large businesses, and senior citizens, for a total of seventeen Committee members as set forth on Attachment A.  The Central Labor Council and Council of Cities are expected to submit nominations for appointment at a later date.  Those nominees, once appointed by this Board, will bring the total number of members to nineteen.

 

An organizational meeting for the Committee has been set for Tuesday, January 30, 2018, at 6:00 p.m.  It is open to the public and will be held in the Criminal Justice Training Room, 400 County Center, First Floor, in Redwood City.

 

These appointments contribute to the 2025 Shared Vision statement of a Collaborative Community. Our diverse population works well together to build strong communities, effective government and a prosperous economy, civic engagement - including voting, public service, charitable giving, volunteerism, and participation in public discussions of important issues - is uniformly high among the diverse population of San Mateo County.

 

FISCAL IMPACT:

The convening of the 2018 Charter Review Committee will result in only incidental impact to the General Fund relating to the staffing of the committee.
