BACKGROUND:

The County-managed Crystal Springs Regional Trail is one of the most popular non-motorized multiple-use trails in the San Francisco Bay Area. An 800-foot-long gap exists between the future Crystal Springs Dam Bridge Trail segment and the completed Crystal Springs Regional Trail South of Dam Segment.

On January 5, 2015, your Board approved the acceptance of a $300,000 San Mateo County Transportation Authority Pedestrian and Bicycle Program grant. (Resolution 074292). This grant has partially paid for the designs, plans, permits, and specifications for the Complete the Gap Trail Project. We anticipate the 100% plan set to be available in spring 2018.

DISCUSSION:

The Complete the Gap Trail (“Gap Trail”) will be an 800-foot-long multi-use segment on the western shoulder of Skyline Boulevard with seamless transitions to the Crystal Springs Dam Bridge Trail section and South of Dam Trail section. The Gap Trail will consist of an 8-foot-wide paved asphalt trail with rub rail on the east and a chain link fence on the west. These barriers provide safety for trail users and wildlife and are roadway shoulder standards for Caltrans and regional path standards for San Francisco Public Utilities Commission, which owns the San Francisco Watershed.  Permeable gravel between a curb and the rub rail will provide drainage and two gravel shoulders on either side of the asphalt trail will provide a trail surface for hikers and equestrians. Signage will direct cyclists, pedestrians, and equestrians along the multiple-use trail.

The Project will result in a fully-funded construction phase for the Complete the Gap Trail.  Designs, plans, specifications, permits, and engineer’s cost estimates will be completed by April 2018. The CEQA Initial Study Mitigated Negative Declaration has been completed. 

The County is seeking a $750,000 grant from the San Mateo County Transportation Authority’s Measure A Pedestrian and Bicycle Program.

County Counsel has reviewed and approved the resolution as to form.

Approval of this resolution will contribute to the Shared Vision 2025 outcome of an Environmentally Conscious Community as completion of the Complete the Gap Trail creates a continuous trail that will increase the number and quality of experiences of visitors to County Parks and regional trails. Each visitor that experiences the County’s natural and recreational resources gains a greater appreciation of the need for their preservation.

FISCAL IMPACT:

The engineer’s estimate for the Complete the Gap Trail Project is $1,500,000. The Department of Parks will fund the balance of the Project using budgeted FY 2018-19 General Funds.
