BACKGROUND:

The Bay Area Regional Energy Network (BayREN) is a collaboration of the 9 Bay Area counties implementing energy saving programs on a regional level. BayREN is administered by the Association of Bay Area Governments (ABAG) with funding from the California utility ratepayers under the auspices of the California Public Utilities Commission (CPUC). Since the first program cycle in 2013, ABAG has contracted with the County for local outreach for the Single Family residential, Multifamily residential, Codes and Standards, and Financing sub-programs. At the beginning of each calendar year, your Board has adopted a resolution authorizing the County to continue local outreach support for BayREN programs.

 

DISCUSSION:

BayREN has been awarded $16.9 million from the 2018 funding cycle of the California Public Utility Commission (CPUC). The BayREN portfolio of programs will continue to include the Single Family residential, Multifamily residential, Codes and Standards, and Financing sub-programs. Each of the nine BayREN counties is entering into funding/program services agreements with ABAG for activities and deliverables under the four sub-programs. The majority of funding will support incentive payouts to residents and multifamily property owners who participate in the program(s), as well as local marketing and technical assistance infrastructure. The program will continue to be implemented through a fiscal agency agreement between ABAG and PG&E.

 

The County will receive a total of $120,518 in direct funding for County labor and expenditures for BayREN programs for calendar year 2018. County residents and businesses will also have access to an array of incentives, resources, and financing options to assist them in completing residential and commercial energy upgrades. San Mateo County is eligible to receive up to $8.9 million in the form of rebates for residents that participate and complete projects through the program. The term of the agreement is January 1, 2018, to December 31, 2018.

 

County Counsel has reviewed and approved the agreement and resolution as to form.

 

SHARED VISION 2025:

Approval of this resolution contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by supporting the energy retrofit market in San Mateo County. Energy retrofits help to protect our natural resources by creating local green jobs and reducing greenhouse gas emissions by lowering energy consumption.

 

FISCAL IMPACT:

The County of San Mateo would receive an estimated $120,518 for project implementation. All project costs will be funded through CPUC funds via the Agreement with ABAG. There is no Net County Cost.
