BACKGROUND:
Since 1999, Behavioral Health and Recovery Services (BHRS) has received funding from the California Department of Health Care Services (DHCS) through the Combined Negotiated Net Amount contract and Drug Medi-Cal (DMC) contract, to provide Prevention Services, Perinatal Treatment, Residential and Non-Residential Treatment, Intensive Day Treatment, and DMC Services.

Due to the implementation of the DMC Organized Delivery System, BHRS will now receive DHCS funding through two separate agreements: 1) the Substance Abuse Prevention and Treatment Block Grant (SABG); and 2) the DMC Organized Delivery Systems Agreement. The SABG contract allows BHRS to provide Prevention Services, Perinatal Treatment, Residential and Non-Residential Treatment, and Room and Board for Transitional Housing, representing a significant source of funding for substance abuse prevention programs and treatment facilities throughout the County

DISCUSSION:
Through this agreement, BHRS will identify and provide substance abuse prevention and treatment services to low-income residents eligible for services in San Mateo County.

BHRS requests your Board to authorize the Chief of the Health System or designee to execute this agreement and any additional amendments thereto and on behalf of the County.
