BACKGROUND:

The Health System selected MV Transportation, Inc. and Serra Yellow Cab to provide paratransit services after a Request for Proposals (RFP) in December 2017 in accordance with the requirements of County of San Mateo Administrative Memorandum B-1. Paratransit services are necessary for appropriate transport of clients accessing Health System services, especially court, inter-facility and medical appointment transportation services for patients and clients of Aging and Adult Services (AAS), Behavioral Health and Recovery Services (BHRS), and Public Health Policy & Planning (PHPP) who do not have access to their own forms of transportation.

 

DISCUSSION:

The Health System received two responses to its RFP for paratransit services and the evaluation committee recommended that both proposers, MV Transportation, Inc. and Serra Yellow Cab, be awarded contracts for the services proposed. The awarding of the contracts are deemed appropriate as the proposals have met the “responsive” and “responsible” criteria as defined in Admin Memo B-1. Both vendors are current County vendors and are also existing providers of transportation services for the Health System.

 

This contract will allow Health System clients to continue receiving court, inter-facility and medical appointment transportation services. Transports shall be primarily among board and care facilities, client residences, acute care psychiatric facilities, inpatient hospitals, skilled nursing facilities in San Mateo County, and/or state hospitals to court facilities and for medical appointments.

 

The agreements allow a collective amount for all contracts to the awarded proposers, in an amount not to exceed $860,000 during the three-year contract term of January 1, 2018 and December 31, 2020. The prevailing rates are consistent with the rates in the Health System’s current paratransit contract.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by maximum of $25,000 (in aggregate).

 

The agreement and resolution have been reviewed and approved by County Counsel as to form. The delay is due to from protracted contract negotiations.

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing critical transportation services to Health System clients who do not have access to their own forms of transportation.  It is anticipated that the vendors will be available to provide transportation services to court hearings, evaluations, trials, and medical appointments 100% of the time.

FISCAL IMPACT:

The term of each agreement is January 1, 2018, through December 31, 2020.  The amount of the agreements is not to exceed $860,000 for the three-year term.  Funds are included in the respective Health System FY 2017-18 Adopted Budget. Similar arrangements will be made for applicable future budget years. The agreements will be funded by approximately $650,000 from Public Guardian fees and $100,000 from client funds for AAS, $100,000 in 1991 Realignment for BHRS, and $10,000 in net county cost for PHPP.
