B)                     The approval of an appropriation transfer request in the amount of $350,000  from Gifts and Donations to various Parks funds; and

BACKGROUND:

The Smart Family Foundation has donated to County Parks either through the San Mateo County Parks Foundation or to County Parks directly over a number of years.  This philanthropic organization has focused its financial support on improvements and projects at Coyote Point Recreation Area.

 

The Friends of Fitzgerald Marine Reserve (FFMR) is a 501(c)(3) nonprofit organization of volunteers who provide docent-led tours of the Fitzgerald Marine Reserve/Montara State Marine Protected Area’s tide pools and funding in support of rocky intertidal research, education, and stewardship activities. Volunteer members of FFMR have been conducting programs at the Reserve for over 40 years.

 

DISCUSSION:

Smart Family Foundation Donation:

For FY 2017-2018, the Smart Family Foundation is providing $350,000 in cash donations for various projects at Coyote Point Recreation Area as listed in the following table. The table below reflects cost estimates for each project; actual funding allocations may vary.

Friends of Fitzgerald Marine Reserve (FFMR):

In 2015, the FFMR Board offered to donate funding to partially fund a Park-Aide-Extra Help position to be assigned at Fitzgerald Marine Reserve during low tides, weekends and pupping season. In December 2015, Parks hired a Park Aide who provided extra support as desired by the FFMR and assisted with other park operations within Park District IV. The FFMR funding paid for 520 hours of the Park Aide’s time.  The person hired for the Park Aide position was later hired to fill a Park Ranger II vacancy.  At the end of 2016, Parks hired a Park Aide for District IV to provide additional support for the Reserve. The FFMR would like to donate $4,000 again to help fund this extra help position for FY 2017-2018.

 

County Counsel has reviewed and approved the resolutions as to form.

 

Acceptance of the Smart Family Foundation donation and the Friends of Fitzgerald Marine Reserve donation contributes to the Shared Vision 2025 outcome of an Environmentally Conscious Community by providing financial support to County Parks for important improvement projects and extra help staff that enrich park visitors’ experience and protect and enhance park resources.

 

FISCAL IMPACT:

The appropriation transfer request for the Smart Family Foundation donation would transfer $350,000 from Gifts and Donations to Coyote Point Park Recreation Area and the Parks Acquisition and Development funds. These funds are anticipated to be used in FY 2017-2018.

 

The appropriation transfer request for the FFMR would transfer $4,000 from Gifts and Donations to Extra Help Hours - Regular Pay.
