Acting as the Governing Board of the Belmont Highway Lighting District, adopt a resolution authorizing:

 

A)                     The President of the Board of Supervisors to execute an agreement between the City of Belmont and Belmont Highway Lighting District for the design and construction of the Old County Road Streetlight Improvements Project; and

 

B)                     The County Manager, or his designee, to execute amendments to the agreement between the City of Belmont and Belmont Highway Lighting District (Old County Road Streetlight Improvements Project) with any additions, clarifications and other changes as the County Manager, or his designee, deems necessary or advisable after consultation with County Counsel.

BACKGROUND:

On July 27, 2004, your Board adopted Resolution No. 066812 establishing the “Underground Utility District - Old County Road - Belmont Area” (UUD) on a portion of Old County Road in the Harbor Industrial Area. Establishing the UUD was done in conjunction with and is adjacent to undergrounding work the City of Belmont (City) had planned.  The limits of the City/County undergrounding work includes Old County Road from the Belmont City limit north of Sterling View Avenue to approximately the County limit south of Harbor Boulevard. The work includes removing the existing overhead utility lines and poles and replacing them with underground utility systems.  The overhead facilities are owned by PG&E, Comcast, AT&T, and the County’s Belmont Highway Lighting District (Lighting District).

 

On April 12, 2016, your Board adopted Resolution No. 074458 authorizing the Director of Public Works to make minor adjustments to the UUD boundaries, if necessary, in the future to accommodate constraints that may be discovered during the final project design to help facilitate the design process.

 

PG&E is the lead agency for the design and construction of the utility undergrounding work with the exception of the streetlight facilities.  The City is the lead agency for the Old County Road Streetlight Improvements Project (Project), which includes streetlight facilities owned by the Lighting District (within the UUD) and the City.

 

DISCUSSION:

The City prepared the plans, specifications, and the bid documents for the Project with estimated construction costs.  The City advertised the Project and bids were opened on November 13, 2017.

 

The streetlight improvements that are included in the Project and within the Lighting District must be paid by the Lighting District.  The Department and City have prepared a cost share agreement for the Project expenses to be funded by the Lighting District.  The agreement specifies the costs to be shared and the methodology to be used in determining the costs.  The agreement indicates that the Lighting District can fund up to $165,000 toward the Project costs in FY 2017-18; however, costs in excess of this amount will be funded during the following fiscal year.

 

County Counsel has reviewed and approved the resolution and Agreement as to form.

 

Approval of this action will contribute to the Shared Vision 2025 outcome of a Collaborative Community by forging partnerships with other agencies to remove overhead utility facilities and the installation of underground facilities to eliminate heavy concentration of overhead electric, communication or similar facilities and provide an aesthetically improved commercial/industrial corridor.

 

FISCAL IMPACT:

The total estimated cost for the Lighting District’s share of construction of the Project is up to $165,000 in FY 2017-18, which includes authorization for up to $30,000 in administration and engineering design costs incurred by the City, and will be financed by the Belmont Highway Lighting District funds.

 

There is no impact to the General Fund.
