title

Measure K: Adopt a resolution authorizing an agreement with Edgewood Center for Children and Families for Full Service Partnership services, for the term July 1, 2017 through June 30, 2019, in an amount not to exceed $16,466,010.

body

BACKGROUND:

The cornerstone of the County’s Mental Health Services Act Community Services and Supports plan is the delivery of Full Service Partnership (FSP) services for our highest risk consumers with serious mental illness.  FSP programs are designed to allow consumers to remain living in the community and decrease their hospitalizations and/or incarcerations by providing case management, medication management, therapy, social activities, and 24/7 response capability to mitigate an evolving situation.

In March 2014, Behavioral Health and Recovery Services (BHRS) conducted a Request for Proposal for children, youth, and transition age youth (TAY) Full Service Partnership (FSP) services, with the option to renew for an additional 2 years.  Edgewood Center for Children and Families (Edgewood) submitted a proposal and was selected to provide these services beginning July 1, 2014.

DISCUSSION:

Edgewood will provide comprehensive FSP services, with separate FSP programs for children, youth and TAY. Edgewood’s services are for severely emotionally disturbed clients who are either returning from out-of-home placements or are at risk for out-of-home placements. These services enable clients to maintain placements in their respective communities. While Edgewood’s services are open to all at-risk clients, they are specifically targeted to clients from underserved Asian/Pacific Islander, Latino, and African American populations.

The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Counsel as to form.  This agreement is coming to your Board late due to prolonged contract negotiations with the provider and is on the Continuing Resolution.

Approval of this agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing FSP services for children, youth and TAY. BHRS provides a range of services to promote wellness and recovery, and to support consumers remaining in the lowest possible level of care. FSP services for children, youth and TAY is one established level of care. It is anticipated that annual hospitalization days for FSP enrollees through this agreement will be reduced by 63%.
