BACKGROUND:

Edgewood Center for Children and Families (Edgewood) has provided outpatient mental health services to San Mateo County children and youth since 1996. 

 

Behavioral Health and Recovery Services (BHRS) contracts with individual and agency providers for outpatient managed care mental health services, paid on a fee-for-service basis. To meet its contractual obligation of network adequacy and prompt access for Medicaid beneficiaries, BHRS has historically accepted “any qualified provider” of mental health services.  Under the B-1 Administrative Memorandum, mental health contracts with “any qualified” provider are exempt from the RFP process.

 

In March 2015, BHRS conducted a Request for Proposal process for child abuse treatment services, with the option to renew for an additional 2 years.  Edgewood submitted a proposal that was selected to provide these services, to begin July 1, 2015.

 

DISCUSSION:

Edgewood will provide outpatient mental health services, and mental health services under the San Mateo County Mental Health Plan (MHP), as well as child abuse treatment services.  The contractor’s Child Abuse Treatment program is designed for children who have been sexually or physically abused and/or exploited/neglected. The contractor will work with the following San Mateo County agencies to provide child abuse treatment services: Human Services Agency’s Children and Family Services division, Juvenile Court, and BHRS.

 

The agreement and resolution have been reviewed and approved by County Counsel as to form.  This agreement is coming to your Board late due to prolonged contract negotiations with the provider and is on the Continuing resolution.

 

The resolution contains the County’s standard provision allowing amendments of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to children and families.  It is anticipated that 96% of clients will be maintained at a current or lower level of care.

FISCAL IMPACT:

The term of the agreement is July 1, 2017 through June 30, 2019. The amount of the agreement is not to exceed $4,077,796 for the two-year term.  Funds in the amount of $2,038,898 are included in the BHRS FY 2017-18 Adopted Budget. Similar arrangements will be put in place for FY 2018-19. Of the FY 2017-18 amount, it is anticipated that $826,065 will be funded through Medi-Cal Federal Financial Participation; $821,484 will be funded through the 2011 Realignment for Early Periodic Screening, Diagnosis and Treatment and Managed Care; $154,661 will be funded through the Human Services Agency; and $60,859 will be funded through Healthy Kids and other insurance. The Net County Cost is $175,829, which includes the required match for EPSDT.  The payment provisions and levels of service in the agreement are essentially the same as the prior agreement.
