Adopt a resolution authorizing an agreement with One East Palo Alto for alcohol and other drug prevention services for the term July 1, 2017 through June 30, 2018, in an amount not to exceed $149,650.

BACKGROUND:
Since July 2008, Behavioral Health and Recovery Services (BHRS) has contracted with One East Palo Alto (OEPA) for alcohol and other drug (AOD) prevention services. These services include community capacity building, community education and awareness, asset building strategies for youth and families, and environmental prevention efforts in the East Palo Alto region.
In January 2017, BHRS issued a Request for Proposals for community-based partnerships to provide AOD substance use prevention services. Community-based partnerships sustain effective AOD prevention efforts in the County’s six geographic community services areas (CSAs) as identified by BHRS: 1) Northwest CSA: Daly City, Pacifica, and Colma; 2) Northeast CSA: Brisbane, South San Francisco, San Bruno and Millbrae; 3) Coastside CSA: Half Moon Bay, La Honda, and Pescadero; 4) Central CSA: Burlingame, Hillsborough, San Mateo, Foster City and Belmont; 5) South CSA: San Carlos, Redwood City, Woodside, Atherton, West Menlo Park, and Portola Valley; and 6) East Palo Alto CSA: East Menlo Park and East Palo Alto. These partnerships are cooperative agreements with community stakeholders who are committed to providing a variety of AOD prevention strategies in their community. OEPA submitted a proposal and was chosen to provide these services in the East Palo Alto CSA.
DISCUSSION:
OEPA will continue to be the lead and fiscal agency for the community-based partnership by: 1) providing AOD related prevention services in East Palo Alto CSA; 2) collaborating through the partnership to increase community capacity to implement AOD prevention strategies; and 3) continuing to reduce access to and availability of alcohol and other drugs to youth.
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This agreement is coming to your Board late because the Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed. The agreement is on the Continuing Resolution.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services such as Community Capacity Building through AOD prevention activities. It is anticipated that training evaluations will show a 25% increase in training attendees’ knowledge of AOD health impacts.

FISCAL IMPACT:
The term of the agreement is July 1, 2017 through June 30, 2018. The amount of the agreement is not to exceed $149,650, which is included in the BHRS FY 2017-18 Adopted Budget. Of that amount, $83,673 will be funded by the Substance Abuse and Prevention Treatment Block Grant and $65,977 will be Net County Cost, the required match for the Drug Free Communities Grant. The payment provisions and levels of service remain essentially the same as those of the prior agreement.
