RECOMMENDATION:

title

Adopt an amended resolution establishing the 2018 Charter Review Committee to make recommendations to the Board of Supervisors regarding proposed amendments to the County Charter.

body

BACKGROUND:

On November 7th, the Board of Supervisors adopted Resolution No. 075548, establishing the 2018 Charter Review Committee to make recommendations to the Board regarding potential amendments to the County Charter. Shortly after the November 7th meeting, it was discovered that Resolution No. 075548 was incorrect, was inconsistent with the accompanying Board Memo, and did not accurately incorporate all of the recommendations of the Subcommittee set forth therein.

DISCUSSION:

The proposed Resolution, which is consistent with the Subcommittee’s intent, will supersede Resolution No. 075548 and is presented for your adoption.  Specifically, the proposed Resolution: (1) deletes the requirement that the Charter Review Committee consider all of the organizational changes previously considered by the 2010 Charter Review Committee which were not placed on the ballot; and (2) deletes the requirement that the Charter Review Committee address the qualifications of the position of Coroner or whether such position should be elected vs. appointed.

FISCAL IMPACT:

There is no fiscal impact associated with the amendment of the earlier Resolution No. 075548.  The convening of a Charter Review committee will result in only incidental impact to the General Fund relating to the staffing of the committee.
